Peer review plays a significant role in the educational process, as it helps students build confidence and develop analytical, critical, and reflective skills. It also raises learners’ awareness of their own learning and encourages them to become more autonomous. As a result, students are better prepared to act as self-directed learners in the future. Shifting some ownership of assessment from exclusively teacher-based approaches to more student-centred practices can lead to greater engagement and improved learning outcomes.

Peer review is an instructional and assessment strategy in which students evaluate and provide feedback on one another’s work according to clearly defined criteria and rubrics. It encourages deeper learning because assessing a task requires a thorough understanding of the subject matter. Through this process, students learn how to make academic judgements and develop higher-order thinking skills. When reviewing their peers’ work, they analyse the content, assess it against the criteria prepared by their teachers or tutors, identify strengths and weaknesses, and formulate constructive suggestions. At the same time, receiving comments from peers exposes students to alternative perspectives and approaches, which can inspire future improvements in their own work.

For peer review to be effective, teachers and tutors should emphasise that feedback must be constructive, respectful, and focused on improvement rather than judgement. When reviewers deduct points, they should be encouraged to justify their decisions beyond the explanations already provided in the rubrics prepared by the teacher or tutor.

Application and Limitations

Peer review can take place in either a traditional or a technology-supported environment. In the latter, learning management systems and specialised tools can support automated reviewer allocation, rubric-based feedback, anonymity, and participation tracking. Regardless of the mode, peer review can be applied to a wide range of tasks, including written assignments, projects, presentations, portfolios, and problem-solving activities.

However, peer review should be avoided when tasks require advanced critical thinking, complex problem-solving, or creative responses that cannot easily be assessed by non-experts, unless students are already highly proficient in the field. It should also be avoided for work that requires complete precision, such as mathematical proofs or statistical analysis. Moreover, peer review may be inappropriate where there is a risk of conflicts of interest that could influence assessment.

Challenges and Good Practice

If students lack confidence and are likely to provide superficial comments or hesitate to criticise their classmates, the peer review process should be carefully scaffolded during the preparation phase. Teachers can support students by providing sentence starters, feedback prompts, examples of effective reviews, and guidance on how to deliver feedback in a positive and supportive manner.

Another challenge is that peer assessment may be treated merely as a formality rather than as an opportunity to improve the quality of work. Some students may rush through the process, especially if it is not valued within the course structure. It is therefore important to explain the benefits of peer review for developing soft skills such as analytical thinking, critical thinking, argumentation, communication, attention to detail, and error detection, as well as its potential impact on improving the quality of students’ own future work.

Students may also distrust peer feedback or feel anxious about being evaluated by their peers. For this reason, anonymity should be applied wherever possible, as it can reduce emotional barriers and encourage openness to revision.

The level of difficulty in peer assessment can be gradually increased. In a simpler version, teachers may prepare a list of marks with explanatory comments, presented in a menu from which students can select feedback. This supports students who are still learning how to formulate constructive comments. In a more advanced version, students work with more detailed assessment criteria. Teachers can prepare a list of issues to be considered during assessment, vary the criteria accordingly, and scaffold point allocations. Students can then be asked to provide a short justification for every mark they award.

Assessment criteria should be specific, understandable, and measurable, and the meaning of each point allocation should be explained clearly so that students understand how to assess work using the criteria prepared by the teacher. Instead of vague comments such as “Well done” or “Not clear”, students should be encouraged to provide precise feedback indicating what needs to be rephrased, expanded, or corrected.

Learning management system tools such as Moodle Workshop can improve efficiency and support a smoother online double-blind peer review process. After students upload their assignments, tutors can allocate a selected number of submissions for peer review either randomly or manually. During the grading evaluation phase, tutors can override marks that students have awarded incorrectly, which affects the students’ reviewing performance score. Finally, once the grades for both the assignment and the peer review process have been calculated by the system, they are displayed in the student gradebook. Tutors may also act as reviewers to ensure reliability and accuracy.
